Absent: Board Member <br />Prendergast. <br />City Planner Anderson introduced the newly appointed Board Member Reid Bernard. The Board <br />and staff introduced themselves. <br />5. POLICY BOARD BUSINESS <br />5.01: Consider Ordinance #14-09 for Amendments to City Code Chapter 117, Article II, <br />Division 6 (Performance Standards), Subdivision II (Stormwater Pollution Control) <br />City Planner Anderson presented the staff report. <br />City Engineer Westby stated that there are three primary actions within the amendments <br />including the acceptance of Atlas 14 precipitation data; to incorporate language, such as Best <br />Management Practices (BMPs), within the Ordinance and other City Plans; and amendments <br />regarding the drinking water and infiltration. He provided additional information regarding the <br />Atlas 14 results regarding precipitation data, based on information gathered within a ten state <br />radius over the past 50 years. He reported that the Lower Rum River Water Management <br />Organization (LRRWMO), the LGU, has adopted the Atlas 14 results and therefore the City <br />should also be adopting the updated information. He provided additional information regarding <br />the Best Management Practices (BMPs) and explained that the newly recommended BMPs <br />would bring the City into compliance with the new requirements of the City's MS4 Permit. He <br />displayed a map of the City identifying existing City wells for drinking water and the areas that <br />currently need to be avoided for infiltration. He explained that the proposed amendments would <br />provide the City with the opportunities necessary to continue development in the COR. <br />City Planner Anderson explained that staff is looking for a recommendation regarding the <br />Ordinance from this Board and noted that the Planning Commission will hold a public hearing <br />regarding the Ordinance amendment on Thursday and will also forward on their recommendation <br />to the City Council. <br />Board Member Bentz asked for additional information regarding infiltration and drinking water <br />and how urban areas can plan for that type of development. <br />City Engineer Westby reviewed the infiltration requirements and advised that there are multiple <br />methods for infiltration including ponding and underground infiltration systems. He noted that <br />the infiltration requirements are standards through the LRRWMO and the Minnesota Pollution <br />Control Agency (MPCA). <br />Councilmember Kuzma stated that he is the City representative on the LRRWMO Board and <br />voiced his support of the new Atlas 14 information. <br />Board Member Bentz questioned if oil should be listed for removed items, similar to phosphorus. <br />Environmental Policy Board / August 4, 2014 <br />Page 2 of 7 <br />
