The Comprehensive Plan Amendment is the first step in the process to facilitate the eventual private development of the Subject Property. Following approval of the Comprehensive Plan Amendment, the City will need to follow up with an official Zoning Amendment to match the Zoning District with the Comprehensive Plan. The Comprehensive Plan is the guiding future land use document, while the Zoning Code is the official tool in order to implement the Comprehensive Plan. Ultimately, a future developer will need to apply for Subdivision/Plat review for an actual development proposal. It is expected that some surrounding/adjacent residents may express concern about traffic generated from a residential development and impacts to existing roads. A more detailed analysis of traffic impacts is included in the attached Development Scenario Chart. The City has a considerable amount of data available online on the Subject Property located at www.cityoframsey.com/formeiiiuc. Printed materials from this project webpage are available upon request. Funding Source: The Comprehensive Plan Amendment is being handled as part of normal Staff duties, as the Subject Property is City -owned. Recommendation: The Planning Commission held a Public Hearing on October 9, 2014 and recommends that the City Council adopt Resolution # 14-10-205. Action: Motion to adopt Resolution #14-10-205.
