5.06: Review Sketch Plan for O'Shaughnessy 2" Addition to be located on the Eastern Half
of PID #11-32-25-11-0006; Case of Tim O'Shaughnessy
Presentation
Planning Intern Olson presented the Staff Report stating the City has received an application for a
Minor Plat to create a residential lot from an outlot located generally north of 170th Lane NW and
on the western side of Germanium Street NW. The purpose of the Sketch Plan is to review the
property, its relationship to the Rum River Scenic Land Use District, and its ability to
accommodate a residential structure concurrent with the area' s zoning designation. The proposed
Minor Plat does not involve the eOIIst uution of public roads or utilities. Staff reviewed the plan
in further detail and recommended the applicant proceed with preparing the Final Plat.
Commission Business
VanScoy asked the minimum lot width in this zoning district.
Planning Intern Olson stated the minimum lot width was 300 feet along Geranium Street.
Commissioner Nosan questioned why this property was being platted with an outlot.
City Planner Anderson explained the applicant was seeking to carve out an additional lot for a
family member and had no desire to develop the entire property. For this reason, the reason the
outlot would remain.
Community Development Director Gladhill added that development fees would only be charged
for the portion of land that was being developed and would not be charged for the outlot.
The consensus of the Commission was to direct the applicant to begin preparing a Final Plat.
