Ramsey Councilmember Peterson stated that when Rarnsev Council met with Dayton Council.
their concern was with thc norttv'south corridor.

Mr. Jankowski commented that the logical corridor is in place, a portion of that would traverse Elm
Creek Park. He added that political support means a lot.

Anoka Mayor Beberg stated that when 610 was proposed to be a toll way, it was felt that the north
end (Anoka, Rarnsey, Dayton, Champlin, etc.) had been shorted for a long time. Hopefully that
determination would help again. There is a definite need for the bridge, and it should happen.

Anoka Community Development Director Kirchner stated the crossing would create a potential by-
passing for Anoka and create a corridor to Interstate 894.

Upon inquiry if Ramsey has the dedicated right-of-way, Councitmember Peterson replied yes and
that the City of Dayton may have access to a right-of-way also.

Anoka Mayor Beberg stated that Charlie Weaver from MnDOT is in favor so he would be a key
person to contact. He may be able to open a lot of doors with regard to this issue.

Mr. Nagel stated he could set up a meeting with Bill Crawford also.

Anoka Councilmember Weaver stated that the entire le~slature needs to be involved.

River's Bend Park Trail Corridor - Mr. Nagel stated that the City of Anoka would like to connect
into Ramsey's River's Bend Park with a trail corridor. There are a lot of bicyclists who would
benefit by this corridor.

Anoka Councilmember Mann stated that Anoka had received a request for that a year and a half
ago. It would be much nicer and safer for the bicvchsts to be off the highway and ii would be nice
to have a trail connect Anoka and Ramsey. He added that the City of Ano 'ka fought hard to get the
bike path across the railroad tracks and also that it cost a lot of money.

The Ramsey Cit-y Council commented they could not see a problem with supporting the corridor.

Mr. Nagel commented that maybe it could be funded through a grant from the State. He felt that if
two cities apply at the same time for the same thing, the request would receive attention.

Mr. Schroeder stated that each City likely would be funding half of the cost and suggested maybe
doing a phasing plan. He asked for opinions as to what would be the more rational approach for
desig-n of the trail.

Anoka Counciimember Mann stated there are a couple areas for a trail along H. ighway #47.

Ramsev Councilmember Peterson stated that at the joint meeting of the two Council's back in
1989, ~e topic of "Welcome to Anoka" and "Welcome to Ramsev" sig'ns came up and it was
encouraged that it be a "joint" project.

Mr. Nagel suggested that a couple of different approaches for the a-ail could be cost estimated.

Ramsev Counciimember Cich commented that the sa.fen' aspect has to be looked at.

Joint City Council/Ramsey/Anoka - September 4, 1991
Page 4 of 10
