Case #8: Request for .qile Plan Approval; Case ot' Bernie \ evea, \'e-\'e, Inc. ~.- <br /> <br />City Engineer Jankowski stated that Mr Vcvea submitted an application for site plan approval to <br />construct a 6(1' x 9(}' expansion to his existing facility located at 14(147 Azurite Street N.W. The <br />Planning and Zoning Commission recommended site plan approval contingent upon compliance <br />with the City Engineer's Review Letter dated October 11, 1990 with some exceptions. Mr. <br />Jankowski stated that in October, 1991, Mr. Vevea submitted another proposal which is to <br />construct his addition with fire walls which would eliminate the need for an automatic sprinkler <br />system. Mr. Vevea is also suggesting that his certificate of occupancy for the structure be used in <br />place of the financial guarantee for curbing and blacktop improvements. Mr. Jankowski stated that <br />City Staff is recommending approval of the site plan contingent upon Mr. Vevea providing a <br />financial guarantee for the required site improvements. <br /> <br />Mr. Vevea was present and expressed his anxiety to get site phm approval as he missed last year's <br />construction season and will miss this year's season also if the blacktopping issue is not resolved. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve Mr. <br />Bernie Vevea's site plan for the expansion of Ve-Ve, Inc., located at 14047 Azurite Street N.W., <br />contingent upon Mr. Vevea either completing the required site improvements or providing a <br />financial guarantee for same prior to the issuance of a building permit for the expansion. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Case #9: <br /> <br />Closing Down of the Waste Management of Minnesota, Inc./Wnltek, <br />Inc. Methane Project <br /> <br />City Administrator Schroeder stated that at the Council meeting of October 8, I991, Mr. E1 <br />Tinklenberg of Anoka County presented some historical infom'mtion on the Methane Project and <br />asked City Council to approve the final distribution of funds from the project to Anoka County, <br />City of Anoka and City of Ramsey in accordance with the original contribution ratio and to approve <br />the "Purchase and Sale" Agreement with Waste Management of Minnesota, Inc. for the methane <br />pipeline. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to ratify the Purchase <br />and Sale Agreement with Waste Management of Minnesota, Inc. and authorize the Quit Claim Deed <br />by ordinance with regard to the Methane Gas Project. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #i0: Creation of an Economic Development Authority <br /> <br />City Administrator Schroeder stated that EDA by-laws from the Cities of Brooklyn Center and <br />Dayton had been sent out to the Councilmembers for their review. He stated that City Staff is <br />requesting that the City Council schedule a public hearing in order to consider adopting a resolution <br />creating the Economic Development Authority. <br /> <br />The Councilmembers agreed to schedule a public heating. <br /> <br />Case #11: Report from Fire Board Meeting <br /> <br />Councilmember Peterson stated that the Fire Board is recommending that City Council offer the <br />position of Volunteer Fire Fighter to five of the applicants that applied for the positions. <br /> <br />Councilmember Cich stated that the Fire Department had also requested four helmets, two red and <br />two white, to enable the fire fighters to be able to determine at a glance who the Commander in <br />Charge is at the scene of a fire. <br /> City Council/October 22, 1991 <br /> Page 7 of 8 <br /> <br /> <br />
