AI'PROVAL OF MINUTES <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud To approve the FebruaD' <br />5. 1991 minutes, amended as follows: Record the vote for Case #3. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Thorud, <br />Hendriksen and L,aDue. Voting No: None. Absent: Commissioners Bawden and Terry. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The City Council meeting minutes were noted. <br /> <br />l~Case #1: Request for Sketch PLan Review; Case of Rick Foster <br /> <br />Mr. Marley Glines was present representing Mr. Foster. He explained that the proposed River's <br />Bend 3rd Addition consists of approximately 20 acres located east of St. Francis Boulevard N.W. <br />and north of River's Bend Plaza 2nd Addition. The property is zoned B-I Business and the <br />developer is proposing to rezone the property to be able to develop that portion of the property <br />adjacent to River's Bend with single family urban residential lots and retain Business zoning for <br />that portion of the property adjacent to St. Francis Boulevard N.W. The proposed development <br />would be 33 residential lots and eight commercial lots that will be served by sanitary sewer and <br />water. <br /> <br />City Engineer Jankowski proceeded to review, with the commission, his letter to Mr. Foster, dated <br />February 27, 1991. <br /> <br />The 80 ft. lot width was discussed and Mr. Jankowski stated that his interpretation is that the lot <br />has to be 80 ft. at the setback line and at the street except for cul-de-sac lots. <br /> <br />Commissioner Deemer expressed his concern regarding the proposed east/west access onto St. <br />Francis Boulevard N.W. at about the center of the plat. <br /> <br />Commissioner Henchfksen added that the access proposed at the intersection of Nowthen <br />Boulevard N.W. and H/ghway #47 is the most hazardous area in the City. <br /> <br />Mr..lankowski stated that revamping this intersection is in the County's 20-year schedule and he <br />feels that it's important to find out approximately where it will be realigned so the developer can <br />know where to line up the River's Bend 3rd Addition streets accordingly. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that <br />the devel~per of River's Bend _;rd Addition proceed to the preliminary plat stage in accordance <br />with the City Engineer's review letter dated February 27, 1991 and that the east/west street that <br />provides access onto St. Francis Boulevard N.W. be eliminated and the north portion of the plat <br />should not be final platted until the Count)' H. ighway Department resolves the alignment of <br />Nowthen Boulevard N.W. and Sa Francis Boulevard N.W. <br /> <br />Morion carried. 'Voting Yes: Chairman Zimmerman, Commissioners Deemer, Hendfiksen, LaDue <br />and Thorud. Voting No: None. Absent: Commissioners Bawden and Terry. <br /> <br />Case #2: Request for Sketch Plan Review; Case of Gerald Bauer <br /> <br />5Lr. Bauer was present and informed the Commission of his plans. He wants to plat property <br />located east of St. Francis Boulevard and Gobernatz AddStion at 177th Avenue N.W.
