City Administrator Ulrich suggested staff look at the Policy again because it is not good use of <br />Enterprise Funds to pay for installation of sewer lines in locations where it will not be used. He <br />stated appreciation for the Council's input. <br />Councilmember Riley noted two locations in the Policy that require a 4 /5ths vote of the City <br />Council and asked if should reflect there are seven votes. <br />City Engineer Westby stated the 4 /5ths reference came from the City's Charter. <br />City Clerk Thieling stated that is correct, and is a Charter housekeeping item that needs to be <br />fixed. Sue suggested the vote numbers in the Special Assessment Policy reflect a Council <br />membership of seven. <br />Councilmember Riley asked if the intent is to require a normal majority or super majority vote. <br />Mayor Strommen stated she does not know the previous rationale to require a super majority. <br />City Engineer Westby stated staff will research the records to determine that rationale. <br />Councilmember Riley stated the Policy indicates it will charge interest 2% over the U.S. <br />Treasury rate. He asked if a higher interest will be charged if the City sells bonds to fund the <br />project. <br />City Engineer Westby stated the amount charged will allow the City to recover internal costs to <br />manage the assessment. <br />Councilmember Riley suggested defining the type of U.S. Treasury rate within the Policy. <br />Finance Director Lund explained the term would be the same as the assessment (10 year /20 <br />year). She reviewed how the rate of interest is determined based on whether the project is <br />funded internally or by issuing bonds. <br />Councilmember Riley supported having the Policy reflect that intent. He noted the Policy <br />references sidewalks and percentage to assess and asked if the Council supported those rates or a <br />discussion should be held. <br />Councilmember LeTourneau asked how the percentages were determined. <br />City Engineer Westby stated this was briefly discussed at a Public Works Committee meeting. <br />He stated the range of percentage to assess for sidewalks varies from city to city. <br />Councilmember Riley stated he is not sure that a property owner with a trail or sidewalk <br />alongside should be responsible to pay 25% of the cost to construct or replace it. <br />City Council Work Session / October 14, 2014 <br />Page 8 of 10 <br />
