practices, even small al'ns fire. This is the reason the
Department of Defens~ in r_he 1970s established the Air
Installations Compatible Use Zones (AICUZ) Program that
later expanded to in¢lu{de the Army's installation Environmental
Noise Management Pre'gram (IENMP) and the Navy's new
Range Air Installation ~omparibitity Use Zones Program
(RAiCUZ).

The IICLIZ Programs
The AICUZ and the [~NMP programs were instituted in an
effort ro coordinate ~ requirements of the military missions
communities. A description of r. he AICUZ program is located ar
32 C.F.R. 5,56. (For ~onvenmnce, the terms AICUZ, IENMP,
·
and RA[CUZ will be ~ed synonymously.)
An AiCUZ study a~alyzes aircraft noise and accident
potential, determines lind-use compatibility, and explores
.
operational alternarwes!and solutions to existing and potential
[and-use conflicts. No federal law or regulation precisely
specifies how this tang{ of objectives is to be or should be
accomplished, indeed, these stated objectives do not lend
themselves to a (ormula. In producing an AICUZ study, the
military's land-use compatibility, recommendations are based on
work undertaken by th{ Federal [nteragency Committee on
Urban Noise (F[CUN)}
These programs are,the DaD's ,:ffort co provide tellable
technical data and info{marion on noise propagation and
aircraft accident potential that Local governments can use in
their local [and-use phoning and decision making.
