Chairperson Nixt indicated from that point of view, as mentioned, there are significant wetlands. <br />He stated it se~ms laid out to maximize them, and without drainage and grading it is hard to tell <br />if all the tots V¢,,ill[ be able to be built, but he does not have a problem with single-family homes if <br />MUSA is exterlded. <br /> <br />Commissioner Van Scoy asked if the MUSA expansion is separate. <br /> <br />Assistant Community Development Director Trudgeon stated it is a separate action. He <br />indicated this i$ only the Comprehensive Plan amendment, but if they do not approve MUSA, the <br />developer cannot proceed. <br /> <br />Chairperson N!xt questioned why they would only do it for 23 acres if they were going to do an <br />extension. He believes they should plan where they want utilities to go. <br /> <br />Commissioner ~Van Scoy agreed, saying if they are going to reconsider MUSA lines they need to <br />look at it as on~ large action. <br /> <br />Christine Johnson, 15351 Xenia indicated she is an existing home that was not contacted about <br />the developer'S: plans. She is not looking forward to this development, noting it would be in her <br />backyard. <br /> <br />Motion by chairperson Nixt, seconded by Commissioner Brauer to recommend the City CoUncil <br />deny the proposed sketch plan based on the need for a Comprehensive Plan amendment and <br />additional MUSA. <br /> <br />Motion carriedl Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey, Shepherd, Van <br />Scoy and Wats6n. Voting No: None. Absent: Commissioner Johnson. <br /> <br />Assistant community Development Director Trudgeon noted at preliminary plat and MUsA <br />action it will bO a public hearing, and people notified. <br /> <br />Case #2: <br /> <br />Request for Sketch Plan Review of Town Center 2nd Addition; Case of <br />Ramsey Town Center, LLC and D.R. Horton Homes <br /> <br />Presentation ~ <br /> <br />Assistant Cona~n~ unity Development Director Trudgeon indicated this is a sketCh plan review of <br />Ramsey Town Center 2nd Addition, which includes 7.96 acres. He stated the sketch plan shows <br />74 townhomes!in 14 separate buildings, and 22 condominiums located in three buildings. He <br />stated the subje~ct property is currently zoned Town Center-4b Neighborhood District. The TC- <br />4b District allows for residential uses at a net density of up to 15 units per acre, and the sketch <br />plan shows a ntt density of 12.1 units per acre. <br /> <br />Assistant Com~ unity Development Director Trudgeon advised Staff has reviewed the plan and <br />noted several ar..ea of concern.
