3) Capititl Equipment Certificates <br />Finance OffiCer Lund explained that it was brought to staff's attention that since bond .rates are <br />so low it wOd, ld make sense to add some additional capital items. Staff was recommending that <br />they increase lhe amount of the Capital Equipment Certificates by $135,000. <br /> <br />Consensus of~the City Council was to increase the amount of the Capital Equipment Certificates <br />by $135,000., <br /> <br />Case #13: <br /> <br />Comment on Metropolitan Council 2030 Regional Development Framework <br /> <br />City Administrator Norman explained that the Metropolitan Council is currently considering a <br />draft 2030 R,~gional Development Framework (RDF), which will replace the 2030 blueprint <br />adopted by tl~ Metropolitan Council in December 2002. The Metropolitan Council will accept <br />comments for~ithe RDF until December 15 of this year and is hopeful to approve the new RDF by <br />sometime in the middle of January. Staff has reviewed the RDF and has prepared a letter to <br />comment as part of the development for the RDF. The letter basically states that the City is <br />currently adapting an update of its Comprehensive Sanitary Sewer and Water Plan and will <br />anticipate futtire growth within the developing area of the City. One comment in the proposed <br />letter is that tl~e City of Ramsey be classified as a "developing area" for developing areas in the <br />City. One otfier comment of the draft letter includes requesting support from the Metropolitan <br />Council for Highway # 10 interregional corridor improvements. Staff recommended that the City <br />Council diree~ staff to provide comments on the draft 2030 Regional Development Framework <br />for Metropolitan Council. <br /> <br />Motion by Couneilmember Elvig, seconded by Councilmember PearSon, to direct staff to <br />provide comments concerning the Metropolitan Council 2030 Regional Development <br />FramewOrk. <br /> <br />Motion carrie4.
