Motion by Councilmember Elvig, seconded by Councilmember Kurak, to approve Ron <br />Touchette's request for site plan approval for alterations and additions to the off-sale liquor store <br />at 7129 Highway #10 NW contingent upon compliance with the City staff review letter dated <br />November 26, 2003 and receiving an exception to the Highway #10 moratorium. <br /> <br />Motion carhed. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Kurak, Cook, Pearson, <br />and Strommen. Voting No: Councilmember Zimmerman. <br /> <br />Case #8: <br /> <br />Request for a Zoning Amendment to Chapter 9, Section 9.11.04 Home <br />Occupations <br /> <br />Community Development Director Frolik stated that on November 25, 2003, the City Council <br />reviewed the proposed Home Occupation Ordinance. The greater part of the Council discussion <br />related to the language that provides the opportunity for a business to operate within an accessory <br />structure on a parcel that does not contain a principal dwelling and whether it is appropriate to <br />provide a ten acre threshold for certain types of business operations. According to the discussion <br />that occurred at the City Council meeting staff revised the ordinance. <br /> <br />Councilmember Elvig stated that he thought staff did a tremendous job at putting the ordinance <br />together and addressing the concerns discussed by the Council. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to introduce an ordinance <br />amending sub-section 9.11.04 "Home Occupations", of Section' 9.11 "Performance Standards" of <br />Chapter 9 "Zoning and Subdivision of Land" of the City of RamseY, Minnesota. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #9: Report from the Public Works Committee <br /> <br />The Public Works Committee met on Tuesday, November 28, 2003, and discussed the following <br />three cases: <br /> <br />1) Snow Plowing Update for 2003-2004 <br />Street Supervisor Riemer provided an update of the 2003-2004 snowplowing season. <br /> <br />There was no action required. <br /> <br />2) Consider Transportation Consulting and Advocacy Services <br />The Public Works Committee recommended that the City Council authorize staff to enter into an <br />a~eement with The Tinklenberg Group in the amount of $25,000 to continue their work along <br />the Highway #10 corridor with the funds coming from the Council contingency fund. <br /> <br />Motion by Councilmember Zirmnerman, seconded by Councilmember Cook, to ratify the <br />recommendations of the Public Works Cormnittee. <br /> <br />P62 <br /> <br />City Council/December 9, 2003 <br /> Page 14 of 21 <br /> <br /> <br />
