Eric Zaetsch, 6521 154~h Lane NW, Ramsey, stated that before the meeting he spoke with <br />Councilmembl:r Kurak to discuss with her if there was a conflict of interest with her voting on <br />any issues hating to do with the PACT Charter School. She confirmed that there was a total <br />cash out of :t~e property so there was not a conflict of interest with her voting on any of the <br />PACT Charte~ School issues. Mr. Zaetsch noted that he did e-mail Mr. Feges to confirm that <br />information, b~ut he has not received a response as of yet. The other issue he wanted to address <br />the Council o~ had to do with last minute handouts at Council meetings. He stated that any <br />handout that is~ presented to the City Council at a meeting should be made available to the public <br />during the me,,ting. <br /> <br /> .i6615 <br />Ed Hamilton, ~ Highway gl0 NW, Ramsey, stated that he is before the City Council every <br />year complhnj, ng about snowmobiles. He has been watching snowmobiles cross Highway gl 0, <br />which is very i}:langerous with all of the traffic'. He stated that snowmobiles should be outlawed <br />in the City,:aI least along Highway gl0, for their own safety. The other issue he wanted to <br />address the Council on had to do with the blacktop plant. He has documented 27 times when he <br />could smell th~ blacktop plant. <br /> <br />Mayor Gameo. recommended that Mr. Hamilton work with Community Development on the <br />issue, i ~ <br /> <br />Councilmemb~r Strommen noted that the Council did schedule the item to be discussed at an <br />upcoming Woe session. <br /> <br />Mr. Hamilton }tated that he would like to see something done about the odors. Other people can <br />breath fresh ai~ so why can't he. <br /> <br />APPROVE '~GENDA <br /> <br />Human Reso~ces Manager Reed requested that the Council add Case #16a: Adopt Resolution <br />Authorizing S!affto Enter into a Contract for 2004 Benefits. <br /> <br />City Attorney GoOdrich requested that the Council add Case #13a: Ramsey Town Center Metes <br />and Bounds Sdbdivision Request. <br /> <br />Motion by CoCncilmember Cook, seconded by Councilmember Elvig, to approve the agenda as <br />amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommen, an~ Zimmerman. Voting No: None. <br /> <br />CONSENT AGENDA <br /> <br />Councilmembir Kurak requested that on page 4 of the December 1, 2003 City Council work <br />session minut ',s that the second sentence of her statement be changed to read "The asset of <br />purchasing the land is that it is quite likely that there will be an interchange for Highway gl0 at <br />the build out of Town Center and would keep the City from having to go through condemnation <br />to acquire the lroperty. <br /> <br /> City Council/December 16, 2003 <br /> Page 3 of 32 <br /> <br />P73 <br /> <br /> <br />
