Upon City Council acceptance of this grant, staff will <br />disseminate information to all landowners along the Trott Brook via a letter. This project shall <br />commence irnmediately with any expenditures and activity completed before June 2005. <br /> <br />Mayor Gamec~thanked Representative Kathy Tinglestad for assistance. <br /> <br />Representative Kathy Tinglestad stated that it was an honor and a privilege to help the City with <br />the ' <br /> legislature, She congratulated' the City on the project because it shows a lot of vision for the <br />community. She noted that about 400 projects applied for .grant funds and only about 60 <br />received fundi ~ng and out of 1 million dollars, the City ofRamseyreceived a half of million. <br /> <br />Councilmemb~r Strommen proposed that the following language be added to the Resolution: <br /> <br /> WHERE~AS, open spaces are vital to out ecological, economic, and physical health; and <br /> <br /> WHERE~AS, open space and natural features are an important element to community <br /> identity ih the City of Ramsey; and <br /> <br /> WHEREAS, the Ramsey City Council desires to protect ecologically significant areas <br /> within the City; and <br /> <br /> WHEREAs, Trott Brook is a high quality, ecologically si=m'fificant area that creates a large. <br /> natural ~rridor across the city; <br /> <br />NOW T.HEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF. <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1. That khe City of Ramsey accepts a grant from the State of Minnesota in the amount of <br /> $500,000, for the purpose of acquiring from willing landowners Conservation and Trail <br /> Easements. <br /> <br />Councilmembcr Kurak thanked Mr. Riverblood and Kathy Tinglestad for all of their hard work <br />on the grant. <br /> <br />Motion by CoCncilmember Strommen, seconded by Councilmember Cook, to adopt Resolution <br />#03-12-340 accepting the $500,000 Greenway Grant as amended by Councilmember Strommen. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Strommen, Cook, Elvig, <br />Kurak, Pearsott, and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Review and Adopt 2004 HRA Levy <br /> <br />Finance Officer Lund stated that on November 28, 1998, the City Council approved a resolution <br />creating the EDA for the City of Ramsey. The resolution gives all the statutory powers of an <br /> [ <br />Economic Development Authority (EDA) and Housing and Redevelopment Authority (HRA) to <br />the Ramsey E.DA. The levy is' based on the City's taxable market value for payable 2004, the <br />City would bd allowed to levy $200,078. The levy would be used tO fund the second year of a <br /> <br />City Council/December 16, 2003 <br /> Page 9 of 32 <br /> <br />P79 <br /> <br /> <br />
