Voting No: None. <br /> <br />Case #12: <br /> <br />Adopt Resolution Authorizing Application for 2004 Community <br />Development Block Grant (CDBG) Funds <br /> <br />Community Development Director Frolik stated that the County receives CDBG funds from the <br />Department of Housing and Urban Development (HUD). Anoka County awards the funds to <br />communities with qualifying projects. Applications for 2004 CDBG funds are due to the County <br />by January 9, 2004. Continuing with the same theme of redevelopment to remove existing blight <br />and, in this case, to also complement the Town Center project, staff has identified the following <br />properties: B & A Cylinder, Robert Debee and KIH Erecting. Acquisition of the B & A <br />Cylinder property would allow the City to eventually close the existing access from that site onto <br />Ramsey Boulevard NW, reserve land for a future Highway #10 interchange, and possibly induce <br />the construction of a project (up to 35,000 square feet) on the remaining land. The Debbie and <br />KIH parcels could be redeveloped with the potential for two 25,000 square foot projects. <br /> <br />Councilmember Zimmerman stated that the Public Works Department is probably going to need <br />additional room for equipment and suggested that they consider providing more property to the <br />Public Works Department to accommodate their needs. <br /> <br />Councilmember Kurak inquired if the City could utilize CDBG funds to purchase land for City <br />purposes. <br /> <br />Cormnunity Development Director Frolik replied that the City cannot use the property for <br />government buildings. <br /> <br />Councilmember Zimmerman inquired if the City uses City money in addition to using CDBG <br />funds to purchase the property could they then use a portion of the property for City purposes. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Cook, to adopt Resolution #03- <br />12-331 directing City staff to make application to Anoka County for CDBG funds in the amount <br />of $300,000 to assist in the acquisition of the B&A Cylinder property and Lots 1 and 2, Block 2, <br />Gateway North Industrial Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Community Development Director Frolik stated that another item requiring Council direction as <br />it relates to 2004 CDBG applications is a request Ramsey received from the City of Anoka Park <br />Department. The Anoka Park Department manages the Anoka Senior Center. Parts of the <br />services include transportation to seniors in Anoka from their homes to the Anoka Senior Center, <br />recreational activities, day trips and area shopping. The residents of Savannah Oaks expressed <br />an interest to Anoka County Parks that their services be expanded to include them. <br />Consequently, Anoka Parks Department is planning to expand their transportation service to <br />include the very southeast comer of Ramsey.
