4) Met Councd 2030 Plan

CouncilmembCr Strommen stated that the City Council forwarded a letter to the Met Council
regarding the 2030 plan that was put before the Council as alast minute item. After the letter
was sent it waC determined that there was a discrepancy between what was in the Case and what
was stated in t~e letter, which she Pointed out at a previous Council meeting, but the Council did
not have a ch~. ce to discuss the issue further. Since that time she has looked at the Met Council
website to r%iew the 2030 framework and it appears to be a change from what the City has
expected. H~ concern is that the City Council acted on the issue without further discussion and
she felt that they needed to remedy that for the benefit of the residents. She requested that the
issue be discugsed at an upcoming work session.

City-Adminis~ator Norman suggested that the issue be added to the strategic planning session
that is being~held in February.

Councilmemb~r Strommen replied that she thinks that it may take a lot of discussion so it might
be best to dischss at length in a work session.

5) Highw~ay #10 Property Owner

Councilmemb~r Cook stated that he had received a call from a property owner along HighWay
#10, Highway 10 Sports, explaining that he is in the process of selling his property and at the
time of assess~nent the property owner found out the property was no longer zoned commercial;
it was zoned g,2. In reviewing the history of the Comprehensive Plan there seemed to be no
reason for thei change. The difficulty they are having is the property owner is now required to
apply for a Cbmprehensive Plan amendment as well as a zoning amendment and the process
needs to be streamlined in order for him to close on the property. At this time Councilmember
Cook was loc}king for a consensus from the Council that the property should not be zoned
residential and, therefore, the City would be willing to forgo the filing fees.

Mayor GamecI noted that he thought there was a way to make a quick change at the Met Council
if something Was changed as part of an oversight.

City Attorney ;~Goodrich stated that he would advise against the Council making any decisions on
the issue without having more info{mation.

Councilmembcr Strommen stated that she was not willing to commit to anything until she has
the informati°n in front of her.

Consensus of the City Council was to direct staff to move the issues forward for consideration.
AD,JOURN1Vg~'~ENT

Motion by Cquncilmember Elvig, seconded by Councilmember Cook, to adjourn the regular
meeting of the City Council.

Motion carried.

City Council/January 13, 2004

P125
