CASE # <br />REQUEST~OR AN INTERIM USE PERMIT TO ALLOW FoR STORAGE <br /> OF <br /> AUTO <br /> ANI~ RECREATIONAL VEHICLES ON AN UNIMPROVED SURFACE <br /> CASE OF AUTO & RV RANCH <br /> By: Megan Wald, Associate Planner <br /> <br />Backgroundi <br /> <br />Bob and Patricia McElhaney of Auto & RV Ranch submitted an application for an Interim Use <br />Permit to allo? for auto and recreational (RV's) vehicles to be stored and displayed on a parcel that <br />is absent of the required bituminous pavement improvements for an interim period of time. The <br />subject property is located at 7665 Hwy. #10 NW. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site drawing <br />Proposed Findings of Fact <br />Proposed interim Use Permit <br /> <br />Notification:: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the subject property <br />and property owners within that radius were notified. <br /> <br />ObservationS: <br /> <br />The subject property is approximately 2.0 acres in size and zoned B-2 Highway Business. Motor <br />vehicle, implement and recreational equipment sales and rental are permitted uses in this district. <br />Outdoor display areas for items for sale or rent is an allowable accessory use in the B-2 Highway <br />Business DiSffict provided the display area is paved and the perimeter of the pavement is finished <br />with B6/12 cdncrete curbing. The customer and employee parking areas must also be paved and <br />curbed. : <br /> <br />Mr. and Mrs. McElhaney recently purchased Chelsea's Auto from Clint Wilson and started operating <br />Auto & RV Ranch. The Applicant's purchased the property with a small portion of the site <br />containing concrete and bituminous pavement for display area, customer, and employee parking. In <br />order fbr Aut6 Ranch to display their entire inventory, the bituminous pavement area needs to be <br />expanded. Iris: and Mrs. McElhaney submitted a drawing outlining their intentions to comply with <br />City Code's site improvement requirements for displaying their vehicles. However, the weather is no <br />longer conducive to installing bituminous pavement and concrete curbing. Mr. and Mrs. McElhaney <br />are requesting!an interim use permit to enable them to store and display the vehicles on the property <br />without the required site improvements until June 30, 2004. <br /> <br />The McElhaney's will need to submit a Paving, Grading, Drainage and Erosion Control Plan prior to <br />any improvements being initiated.
