PUBLIC HEARING

CASE #:

REQUEST FOR PRELIMINARY PLAT REVIEW
: OF RAMSEY TOWN CENTER 2ND ADDITION
CASig OF RAMSEY TOWN CENTER LLC AND D.R. HORTON HOMES
By: Patrick Trudgeon, AICP,
Assistant Community Development Director

Background:

Ramsey Town: Center LLC and D.R. Horton Homes have submitted a preliminary plat that proposes to
subdivide a toial of 22.4 acres contained within the Ramsey Town Center Addition plat. Approximately
13.5 acres on !his plat will be subdivided as outlots. The remaining 8.9 acres will platted as residential
lots and street/fight-of-ways. The subject property is north of the platted right-of-way of East Ramsey
Parkway and v~est °fRamsey Blvd. The preliminary plat shows a total of 103 total housing units (77 row
house mwnhomes and 26 back to back condominium units).

The followingi items are enclosed for your review:

a)
b)
c)
d)

Site location map
Preliminary Plat Submittal dated December 23, 2003, Revised January 16, 2004
City Staff Review Letter dated January 30, 2004
Proposed resolution to approve preliminary plat

Notitication:

In accordance with City Code residents within 700 feet were notified of the preliminary plat.

Observations:

The property is currently zoned Town Center 4b Neighborhood District (TC-4b). The TC-4b District
allows for residential uses at a net density of up to 15 units per acre. The sketch plan shows a net density
of l 1.5 units per net acre. The TC~4b District allows for townhomes and condominiums.

The sketch pl{Xn shows 77 townhomes in 16 separate buildings. (7 four-unit buildings, 5 five-unit
buildings, and,4 six-unit buildings). The 22 condominiums are located in three buildings (2 eight-unit
buildings and i ten-unit ). Detailed review of the plans and elevations of these units will be done as part
of the site plar~ approval process.

In reviewing the layout of the lots and units as part of the sketch plan review, Staff had several
observations about the lot configuration as part of the sketch plan review. Below is a listing of the
concerns and their resolution:

· Location of open space: Staff suggested that the Developer look at relocating the open space
COlqtained on in the middle of the western units. After discussion with the Planning
Commission and the City Council, it was determined that the original location of the western
gresen space was acceptable subject to the provision of some additional green space with the
eastern units. Additional green space has been provided between the back to back
condominium units in the form of trails and plantings. Staff does have some concern with
th~ grades of the notghern green spaces and have asked for clarification of the proposed
grades as part of the grading plan review.

· Urtit Placemem: With the advent of a significant amount of townhomes within the City of
Rmnsey, there has been concern raised on the look and feel of having a great wall of units
v~¢wed from a street. From the unit elevations provided it appears that that the individual

59
