Mr. Boos stated in regards to the trail maintenance, he recommended that it should be on a <br />fifteen-year cycle. He stated they should look at the trails every fifteen years and see what <br />needed to be improved, updated and repaired. <br /> <br />Mayor Gamec stated he was talking about snow removal and maintaining the trails when school <br />started in the fall. He wanted the kids to be able to walk on them and not on the busy roadways. <br /> <br />Commissioner Rolfe suggested they increase the parks budget to allow Mr. Boos to hire a person <br />to care for the trails. <br /> <br />Councilmember Hendriksen stated the school was driving this, not the parks. <br /> <br />Mr. Boos stated he would like to get by for one year using a skid ski but would like to contract it <br />out so they would know what the cost would be and show the figures to the school board. He <br />stated Elm Crest Park was looking great. He stated the cost to date was $362,000 and they were <br />looking to be reimbursed by the State for $100,000. He showed the Council and Commission a <br />breakdown of the costs and discussed them. He stated he was planning on submitting these to <br />the State of Minnesota for the $100,000 reimbursement. Mr. Boos stated he was hoping the <br />breakdown would be good enough for reimbursement. He stated the well was in and under <br />budget and the seating was done. He stated the trenching for irrigation was also done. <br /> <br />Mayor Gamec asked how they were coming on the entrance. <br /> <br />Mr. Boos stated the property owners were willing sellers but they were not responding to any of <br />their phone calls. He stated they might need to forward a request to the City Council regarding <br />condemnation of the property. He stated the owners had mentioned the City should do this. <br /> <br />Mayor Gamec stated that if they did go through with the condemnation, it would not get done <br />until next year. <br /> <br />Mr. Boos asked if anyone opposed the use of the word "condemnation" with the property owners. <br /> <br />Mayor Gamec stated he should talk with the attorney regarding wording. <br /> <br />Councilmember Anderson stated a friendly condemnation could benefit the residents tax wise. <br /> <br />Mayor Gamec stated they need to have more interest in the trail system from the residents. He <br />stated that during Happy Days they should set up something dealing with the trail system. He <br />stated they could talk about the trails and parks the City had to offer. <br /> <br />Mr. Boos stated the park system was maturing and he believed they needed to move into a <br />promotional phase. He stated they needed to diversify their mapping. People wanted to know <br />where they could go for recreation, not what was proposed for the parks.
