Parks/Utilities Supervisor Boos noted roughly $50,000 would be dedicated to the City with this
development. Chair Cook suggested approximately $25,000 be earmarked for this park and
noted the developer should be responsible for an 8 foot bituminous trail down Rivenwick Drive
without reimbursement, and with the existing berm not to be moved or removed. The
Commission concurred.

Parks/Utilities Supervisor Boos suggested the Commission further elaborate on how these dollars
should be used at Riverdale Park.

Commissioner Johns reminded the Commission that Mississippi Regional Park would be in the
works within the next five years to offer additional services to this neighborhood.

Parks/Utilities Supervisor Boos added that a shelter could be built along the river with additional
funds on County property and maintained by the City. He asked that the Commission visit
Riverdale Park, prioritize improvements, and discuss this again at the August meeting. Chair
Cook and the Commission concurred.

Case #3: Parks Five-Year Capital Improvement Plan (CIP)

Parks/Utilities Supervisor Boos explained that each year during the summer, the Park and
Recreation Commission begins the Capital Improvements Program (CIP) process by examination
of the current, five-year plan. The CIP is revised to reflect opportunities and changing priorities,
and proposed projects are added to the last year of the plan, which in this case is 2007. After the
Commission has prepared a draft plan, a public hearing is held for final considerations before
forwarding to City Council's Finance Committee. The City Council will then conduct a Capital
Improvement Plan for 2003 in December of this year, which would include the first year of the
Commission's five-year plan.

Parks/Utilities Supervisor Boos mentioned that at the May 2002 regular meeting, the existing 5-
plan was reviewed in detail. A request was made at that time to investigate trail construction
from Trott Brook Cemetery or Fox Park, south to Elmcrest Park along T.H. #47.

Parks/Utilities Supervisor Boos reviewed the items that will be completed in 2003. He noted a
large play structure was going to be constructed in Alpine Park with a raised butterfly
garden/perennial area for parents. Parks/Utilities Supervisor Boos indicated the original
projection for this item was $70,000.

Parks/Utilities Supervisor Boos noted he would be meeting with several people next week and
indicated he-could draw up several sketches for the park. Chair Cook stated he felt this was a
great idea.

Commissioner Olds asked if the theme could be "Alpine" to follow the name of the park.
Parks/Utilities Supervisor Boos stated this should be done generally to add interest and
uniqueness to the Ramsey Parks. He noted the Council seems to be in support of the Park
Commissions work and the quality of the work done thus far.

Park and Recreation Commission/July 11, 2002
Page 4 of 9
