Member Dvorak suggested a neighborhood could be identified as a revitalization project.
She added help could still be offered to homeowners fitting a certain criteria, which
would be narrow in the beginning.

Member Strommen indicated calls would probably "trickle in" until the information was
spread.

Member Dvorak noted outreach was needed. She cited an example of Anoka County
money that had not been used because homeowners did not know it was available.

Member Gromberg stated available funds needed to be found, along with an outreach
program to notify residents, prior to "Ramsey becoming a bank."

Member Strommen asked why a survey was needed to reach the end result.

Ms. Wald indicated she felt two different items were being discussed: revitalization of
one neighborhood and an outreach program. She stated it appeared there was more
interest in putting together an outreach program.

Member Gromberg noted the danger with neighborhood revitalization was that some of
the property would be worth more after a bulldozer pushed over everything; therefore,
caution needed to be used when discussing revitalization.

Member Kurak asked what type of questions would be asked in a housing survey.

Ms. Geisler~responded it depended on the scope of the survey and what questions the City
wanted answered.

Ms. Wald added staff was thinking of working with a neighborhood to understand its
needs and concerns, which would generate information for a survey.

Member Anderson stated everyone should have a common understanding of the meaning
of"revitali~ation."

Member Strommen indicated she understood the best approach would be to start with the
outreach and complete a survey when the scope was identified.

Ms. Wald stated staff would be asking for EDA funding to pay for mailings to residents.

Member Kurak suggested the bulletin board on cable television be used.

Housing Committee Member Olson suggested information might be available from other
cities offering similar programs.

Economic Development Authority / Housing Committee / January 12, 2004
Page 4 of 5
