However, the City of Ramsey does not see transportation solutions as strictly
road-based. The City of Ramsey is a proud partner with Anoka County and other
municipalities within the Metropolitan area on the Northstar Commuter Rail
project The City believes that development of the Northstar Corridor is vital to
Ramsey's continued growth and development. As we undertake construction of
the Ramsey Town Center, the Northstar Rail Corridor will play an important role
in bringing people to Ramsey as well as se~,ing Rams'ey residents. We are
dismayed that often times the Northstar Commuter Rail is classified as "light
rail". Light rail and commuter rail are dissimilar in how they operate and who
they serYe. There is a reference within the Framework stating that investments
decisions regarding other forms of transit opportunities will be based on the
effectiveness of the light rail. We believe basing decisions about the furore of
commuter rail on the success of iigb_t rail is a flawed approach. The City
believes strongly that other forms of transit, including the Northstar CorridOr
should be evaluated on their own merit, free from any connotation that it is
similar to light rail.

The City appreciates '&e opportunity to comment on the proposed 2030 Regional
Development Framework and looks tbrward to continue our dialogue with the
Metropolitan Council members and Staff.

Please do not hesitate to contact the City if you need clarification on our comments.
Thank you.

Respect~lly,

CITY OF tLKMSEY

Natalie Steffan, Metropolitan Council Representative
Ann Braden, Sector Representative
