15153 Nowthen Boulevard NW · Ramsey, Minnesota 55303
City Hall: (763) 427-14[0 · Fax: (763) 427-5543
www.ci.ramsey.mn, us

August6,2003

Bruce & Katen Konzak
16620 Zirconium St. NW
Ramsey, MN 55303

Dear Mr. & lVLrs. Kon:zak:

The purpose of th/s letter is to attempt to find a resolution regarding your wishes to install an
electric fence around the perimeter of your property. We certainly appreciate the patience you
have displayed thus far while we search for viable solution specific to this situation. Since City
Code stipulates that fence materials other than chain link or wood need the approval of the
Zoning Administrator prior to installation, we, as the City, are pursuing a compromise that will
not only satisfy your wishes, but also the concerns of the surrounding neighbors.

We have no objection to a five-strand twisted wire fence affixed to metal T-posts. However, we
would like to ~ee the electrified wires situated on the inside of the posts, attached with ¢,e round
brackets that act the live wire(s) offthe post by one to two (1 to 2) inches. This will create a
"barrier" between the electrified wires and adjoining properties in which someone would have to
physically reach through the fence to contact the live wire(s).

Our understariding, through conversations with Councilmember Elvig, is that you will attempt~to
position the fence one to two (1 to 2) feet from the property Line. This will not only provide an
additional buffer between the fence and adjoining properties but it will also allow you access to
both sides of it, without leaving your property, for periodic maintenance,

?inally, it is our understanding that you have volunteered to 0nly mm the fence on as needed.
Furthermore, :We understand that you have also volunteered to draft a short letter for the
surrounding neighbors that would notify them of this. This again will certainly help mitigate any
sa{ely concerns that surrounding neighbors may have.

[f we do not hear from you, we, the Communi~ Development department, will assume that you
will adhere to' this proposal when installing the electric fence. Moreover, this is the proposal that
has the approval of the CommunSpz Development department, acting as the Zoning
Administrator.

If you have a,y questions regarding this ma=er, please contact me as soon as possible., Again, I
can be reached at (763') 433-9905, Monday through Friday from 8:00-4:30.
