Chairperson Nixt asked how the Commission feels about the location of the open space.

Commissioner ,Shepherd stated in the original plan there are private streets giving access to the
open space, so it does not seem to cut it off.

Commissioner ;Brauer indicated he would still support having open space on the other side as
well.

Chairperson Nixt agreed, noting more than the two little strips shown.

Mr. Keely state, d they could increase the size of those strips. He indicated the overall plan is to
get people to sidewalks and to significant park area, which is only two or three blocks away.

Chairperson Ni~t noted that is why he not so concerned about making it a public road.

Commissioner Brauer indicated to him it reminds him of a New England village where there are
lots of small green areas for people to go.

Commissioner Van Scoy asked if they addressed the length of the private roads.

Assistant Community Development Director Trudgeon indicated some are addressed by
becoming public streets. He stated the loop helps, since they are not ending in a cul-de-sac, but
they need to develop standards.

Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend that the City
Council approve the sketch plan of Ramsey Town Center 2~a Addition as presented at Planning
Commission meeting, contingent upon compliance with City Staff Review Letter dated
November 26, 2003 and design changes discussed, including expanding green space on the
eastem half.

Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey, Shepherd, Van
Scoy, and Watson. Voting No: None. Absent: Commissioner Johnson.

Case #3:

Request for a Site Plan Review; Case of Ron Touchette and MGM Wines and
Spirits

Presentation
Associate Planner Wald advised the City of Ramsey has received a request for site plan review
from Ron Touehette.
