1) Park and Recreation Commission Regular Meeting Minutes dated July 11, 2002. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Johns, Olds, LaMere, Ostrum, <br />and Shryock. Voting No: None. Absent: Rolfe. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Public Hearing on Traprock Commons <br /> <br />Parks/Utilities Supervisor Boos explained in the September/October issue of the Ramsey <br />Resident an invitation was published inviting residence to attend the September 12th, 2002 Parks <br />and Recreation Commission meeting welcoming comment on the future use of Traprock <br />Commons Park. Requests for comments were also welcome in writing to the Ramsey City Hall; <br />as of the first week of September no comments have been received. Parks/Utilities Supervisor <br />Boos stated the Commission should also note that residents in the area are also working with the <br />City on tree disease control issues in their neighborhood. Traprock Commons Park was <br />discussed as a material-handling site. Parks/Utilities Supervisor Boos stated that they would try <br />to have another meeting in October with the Horse board regarding Traprock Commons Park. <br /> <br />The public hearing was opened at 6:10 p.m. <br /> <br />Chairperson Cook stated there expressed was concern at the City Council meeting last night <br />regarding Traprock Commons Park. <br /> <br />Mr. Fredericks, 7550 158th Avenue NW, stated he was concerned because he read the newsletter <br />and it noted there had been a decision on the use of Traprock Commons Park. He stated the park <br />is in disrepair and he has complained about this numerous times. He cited various problems with <br />the park and stated the park has been neglected. <br /> <br />Mr. Breu, ?? 153rd asked how and for what purpose was the land deeded to the City. He wanted <br />to know if it was there for horse use. <br /> <br />Mr. Fredericks stated he understood that when it was platted out and there were many horse <br />people and covenants were in place that had expired two years ago, but were approved again with <br />the current residents in the area. <br /> <br />Mr. Breu stated he understood it was deeded to the City for horse activities and they did all the <br />repairs. He stated when the City took over the park, it started to fall apart and that no matter <br />what is done with it, they still have the same problems. His suggestion is if they are going to go <br />ahead and have something for the horses then everything needs to be torn down and be rebuilt. <br />He described a park in another City and how it looks and works. <br /> <br />Mr. Webb asked why they should keep it as a horse park if no one wants to use it. <br /> <br />Park and Recreation Commission/September 12, 2002 <br /> Page 2 of 11 <br /> <br /> <br />
