Case #2: <br /> <br />Secondhand Goods Ordinance and Implementation of Automated Pawn <br />System® <br /> <br />Police Chief Way explained that the Ramsey City Code 7.13 currently covers pawn dealers and <br />secondhand good dealers. Both businesses include the selling of previously owned property that <br />is purchased by the business. One of the major differences is that pawn dealers are allowed to <br />make loans and secondhand good dealers are not. Another difference is that some of the items <br />that a pawn shop can receive, a secondhand goods dealer cannot. Secondhand good dealers <br />consign or purchase goods for resale. Staff reviewed the pawnbroker code and determined that <br />because of the ~ifferences in these businesses, a new ordinance should be created specifically for <br />secondhan, d dealers. Staff has also determined that implementing a computerized record system <br />would enhance the Police Department's investigative capabilities, in a cost effective manner. <br />This system Would be utilized by both pawn and secondhand dealers. The Automated Pawn <br />System~.~) (APS), would be used by pawn and secondhand dealers to report pawn activity into a <br />central repository. APS enables law enforcement agencies to share pawn/secondhand transaction <br />information electronically; and increased the recovery of stolen property. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to introduce an ordinance <br />amending City Code to add Section 7.94 Secondhand Goods Dealers and introduce an ordinance <br />amending City Code, Section 7.13, Pawnbrokers, by excluding Secondhand Goods Dealers and <br />adding the implementation of the Automated Pawn System®. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Kurak, Pearson, <br />and Strommen. Voting No: None. <br /> <br />Case #3: <br /> <br />Adoption of Ordinance to Vacate Drainage and Utility Easements in <br />Gateway North Industrial Park Plat 2; Case of Basalt Properties <br /> <br />Assistant Community Development Director Trudgeon stated that the City Council recently <br />approved the site plan and final plat of Basalt Office Park, a redevelopment project along Basalt <br />Avenue, south of Bunker Lake Boulevard. The plat combined three platted lots into one lot and <br />as a result of (hat plat, new easements were created and the standard drainage and utility <br />easements around the old lots were no longer needed. The ordinance to vacate the drainage and <br />utility easements was introduced on October 28, 2003. <br /> <br />Motion by Counciimember Pearson, seconded by Councilmember Cook, to adopt Ordinance <br />#03-47 to vacate the easement for drainage and utility easements on Lots 2, 3, and 4, Block 1, <br />Gateway North Industrial Park Plat 2. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Cotmcilmember Pearson aye <br />Councilmember Elvig aye <br /> <br />City Council/November 10, 2003 <br /> Page 5 of 9 <br /> <br /> <br />
