Mayor Gamec stated in regards to the drainage issue he did not see any other option other than <br />lowering the outlet pipe. <br />COL11161member Cook stated that it was his understanding that they required the additional pipe <br />to keep water out of people's back yards. The City may need to work cooperatively with the <br />developer to share the cost of reducing the depth of the pipe. He suggested that staff work with <br />the developer on coming up with a solution and putting together costs. <br />Mayor Gamec stated that correcting drainage issues is a cost of development and, therefore, <br />Should be paid for by the developer. <br />Mr. Kangas replied that there was a problem in the area before the development occurred. <br />Mayor Gamec replied that they have to make it a better situation. <br />Mr. Kangas stated that he was not an engineer so he could not address the issue. <br />Mayor Gamec suggested that staff meet with the developer and bring the issue back with further <br />information. <br />Assistant Director of Public Works Olson stated that in all honesty the developer has made the <br />area a lot better and he did not know that if they reduced the level of the pipe they could make the <br />area a completely dry basin. <br />Councilmember Cook inquired if the new outlet pipe was 3.15 feet lower than the existing outlet <br />pipe. <br />Assistant Director of Public Works Olson replied yes. <br />Councilmembex Zimmerman questioned where the 100 -year storm elevation was. <br />Assistant Director of Public Works Olson explained that the 100 -year storm elevation is 2.5 feet <br />lower than the previously existing outlet, which was set when Chestnut Ridge was developed. It <br />was also noted that Chestnut Ridge did drain water onto this property without a drainage <br />easement. <br />Todd Bjerstedt, Todd Allen Homes, stated that he was completely blind sided by this issue when <br />he arrived at the meeting tonight. His recollection was that prior to the new outlet pipe being <br />installed they had already directed more water away from the pond than what already existed but <br />they were still asked to add the emergency overflow. <br />Assistant Director of Public Works Olson replied that City staff rely heavily on the information <br />submitted to them about adjacent properties and the information the City received did not show <br />existing drainage and utility easements, retaining walls, or what the drainage elevations would <br />City Council /October 14, 2003 <br />Page 10 of 30 <br />
