4) Met COuncil 2030 Plan

Councihnember Strommen stated that the City Council forwarded a letter to the Met Council
regarding the 2030 plan that was put before the Council as a last minute item. After the letter
was sent it was determined that there was a discrepancy between what was in the Case and what
was stated in the letter, which she pointed out at a previous Council meeting, but the Council did
not have a chance to discuss the issue further. Since that time she has looked at the Met Council
website to review the 2030 framework and it appears to be a change from what the City has
expected. Her.concern is that the City Council acted on the issue without further discussion and
she felt that they needed to remedy that for the benefit of the residents. She requested that the
issue be discussed at an upcoming work session.

City Administrator Norman suggested that the issue be added to the strategic planning session
that is being held in February.

Councihnember Strommen replied that she thinks that it may take a lot of discussion so it might
be best to discUss at length in a work session.

5) Highway #10 Property. Owner

Councihnember Cook stated that he had received a call from a property owner along Highway
#10, Highway '10 Sports, explaining that he is in the process of selling his property and at the
time of assessment the property owner found out the property was no longer zoned cornmercial;
it was zoned R-2. In reviewing the history of the Comprehensive Plan there seemed to be no
reason for the Change. The difficulty they are having is the property owner is now required to
apply tbr a Comprehensive Plan amendment as well as a zoning amendment and the process
needs to be streamlined in order for him to close on the property. At this time Councilmember
Cook was looking for a consensus from the Council that the property should not be zoned
residential and, therefore, the City would be willing to forgo the filing fees.

Mayor Gamec noted that he thought there was a way to make a quick change at the Met Council
if something was changed as part of an oversight.

City Attorney Goodrich stated that he would advise against the Council making any decisions on
the issue without having more information.

Councihnember Strotm~aen stated that she was not willing to commit to anything until she has
the information in front of her.

Consensus of the City Council was to direct staff to move the issues forward for consideration.
ADJOURNMENT

Motion by Coun¢ilmember Elvig, seconded by Councilmember Cook, to adjourn the regular
meeting of the City Council.

Motion carried.

City Council/January 13, 2004
