Absent: CouncilmemberZimmennan. <br /> <br />Case#3: Authorize Consulting Contract for Negotiations for Mississippi Storm <br /> Drainage Sub-District No. 1 <br /> <br />City Administrator Nonnan stated that during the City Council work session of January 6, 2004, <br />the City Council discussed Mississippi Storm Drainage Sub-District No. 1. As part of the <br />Council discussion, staff was directed to develop a Council case for consideration that would add <br />to The Tinklenberg Group contract some assistance with property negotiation within the <br />Mississippi Storm Drainage Sub-District No. 1. <br /> <br />Councihnember Strommen stated that she thought the negotiation options for The Tinklenberg <br />Group should be left open. <br /> <br />Councilmembe~ Elvig inquired if staff had any idea as to what The Tinklenberg Group would <br />charge the City to handle the negotiations. <br /> <br />City Administrator Norman replied that he would recommend that the City Council direct him to <br />negotiate a contract and bring it back for Council consideration. <br /> <br />Councihnember Kurak stated that she was concerned about how,long the negotiations may take <br />because they have a property owner that is ready to develop his property and he needs the pipe to <br />be installed in order to do so. <br /> <br />Assistant Director of Public Works Olson replied that staff has talked about a time frame of <br />having staff bring back an amendment to the Tinklenberg contract for approval at the next City <br />Council meeting and then allow for a one month period for negotiations. If that can happen they <br />should be able to get the pipe in the ground this spring. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to direct staff to negotiate <br />an extension to The Tinklenberg contract for them to assist in negotiations with the property <br />owners in the Mississippi Subdrainage District within 60 days. <br /> <br />Further discussion: Assistant Director of Public Works Olson inquired if the Council would be <br />comfortable with The Tinklenberg Group beginning discussions with the property owners once <br />staff receives a reasonable rate for the contract amendment. Mayor Gamec recommended that <br />the motion be amended to authorize the amendment with a not to exceed amount of $5,000. <br /> <br />Motion was amended to authorize an extension to The Tinklenberg Group contract to work with <br />property owners in the Mississippi Storm Sub-Drainage District No. 1 with a not to exceed <br />amount of $5,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Kurak, Cook, Pearson, <br />and Stromlnen. Voting No: None.
