Motion by Councilmember Kurak, seconded by Councilmember Elvig, to close the public
hearing.

Motion Can'ied. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook,
Pearson, and Zimmerman. Voting No: None. Absent: Councilmember Strommen.

Councilmember Zimmerman stated that the fact that the City of Ramsey does not collect on new
construction and that it goes into the State pool is another change that a lot of people don't
realize. The levy was frozen at what it was before. There has been a lot of building in the City
of Ramscy and they are expected to provide more services with the same amount of money. It
becomes a very difficult problem for growing cities.

Counci hnember K_urak stated that the cost of providing the basic services in the City has gone up
simply becausethe cost of living has increased and the City cannot even levy that increase.

Councilmember Cook stated that the Council did put a great deal of time into the budget and he
was proud that they were able to come up with a budget below last year's budget when the cost
of everything is going up.

Councihnelnber Pearson stated that he felt that the Council has done an excellent job with the
budget. The biggest problem is that the average person does not understand the taxing structure.
They have hired some new people because they are a growing City and they are in need of the
additional people.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to adjourn the meeting.

Motion Carried.

The Troth and Taxation meted adjourned at 6:50 p.m.

Respectfully submitted

Nanci Libor
Recording Secretary
TimeSaver Off Site Secretarial, Inc.

Diana Lurid
Finance Officer

Truth in Taxation/December 1, 2003
