Stated that it <br />might be cheaper to building a railroad overpass. <br /> <br />Mayor P~imann replied that there is not sufficient clearance from the <br />highway to build an overpass. <br /> <br />Councilmember Cox stated that one solution to Mr. Menkveld's situation <br />might be to grant variances to make both parcels useable. <br /> <br />Mayor Reimann noted that the City will receive written comments regarding <br />the proposed realignment of the Burlington Northern tracks for 30 days. <br /> <br />Motion by Counciln~mber Cox and seconded by Councilmember DeLuca to adjourn <br />the special City Council meeting. <br /> <br />Further Discussion: Alice McGinnis inquired as to who would be buying her <br />property if the project comes to pass. Councilmember Cox stated that it <br />could be the City, Minnesota, Anoka County, Burlington Northern or a <br />combination of all. Ragna Pearson inquired if Burlington Northern has the <br />right to condemn property for public use. Mr. Hartley replied that <br />there is a State agency that has the right of eminent domain but Burlington <br />Northern itself doesn't; Ramsey has the right of eminent domain if it can <br />prove there is public purpose; that a project is public purpose is not easy <br />to establish. <br /> <br />Motion carried. Voting Yes: Mayor P~imann, Councilmembers Cox, DeLuca and <br />Pearson. Voting No: None.
