the local tree inspector could enforce State statute. Since then, the <br />State concluded that they would not require tree inspectors to enforce <br />their State statutes and it is unclear whether a city can continue to <br />enforce the State ordinance or if cities must have their own ordinance. <br /> <br />Motion byCouncilmember Cox and seconded by Councilmember Sorteberg to <br />table adopting the diseased tree control ordinance and direct the City <br />Attorney to research the State's position on diseased tree control <br />enforcement. Further, to request that Tree Inspector Bruce Bacon be <br />present during the next City Council discussion of the proposed disease <br />control ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Counciln~mbers Sorteberg, Cox, <br />DeLuca and Pearson. C~e i~._a~ding ...P. ar~ i~iCati_qh i~i.ren~nt$.:i ........ <br /> <br />Mr. Hartley explained that the primary change related to the proposed <br />amendment is that the City would be able to receive land, cash or a <br />combination of land and cash for park dedication purposes and the park <br />dedication would be required at platting rather than when the building <br />permit is issued. <br /> <br />Councilmember Cox stated that the proposed amendment to park dedication <br />requirements should be discussed at the joint meeting between City Council <br />and the Park and Recreation Commission. <br /> <br />Mr. Otto noted that several preliminary plat approvals are pending Council <br />action on the proposed ordinance. <br /> <br />Mr. Gerald Zimmerman was present and stated that Planning and Zoning <br />supports the proposed amendment. <br /> <br />Mr. Goodrich noted that the even though the proposed amendment does <br />increase the amount of cash and/or land the City can receive, Ramsey's <br />requirements are still lower than what other cities are requiring. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to table <br />adoption of the proposed amendment to the Park Dedication Ordinance and <br />that discussion of same be included on the agenda for the joint meeting <br />with Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
