City Council
~ May 31, 1988
Attachment A
STAFFING RE~]~i%TIONS
CITY ADMINISTRATOR AND PERSONNEL COMMIT1T~E
MAY 31, 1988

The Personnel Committee has received the report "Recommendations for Adequate
Staffing for the City of Ramsey" and discussed its content. Additionally, the
Personnel Committee has reviewed the recommendations of the City Administrator
to fill the two vacancies in the Finance Department with a Finance Officer and
an Accountant.

The report "ReCommendations for Adequate Staffing for the City of Ramsey"
provides the reasons and supportive argument for the following recommendations:

Within the next 60 days the City of Ramsey should replaCe the vacancy created
by the resignation of the Finance Department Secretary with an Accountant and
the vacancy created by the resignation of the Finance Officer with someone to
manage the Finance Department. (Typically in the past we have called this
position FinanCe Officer; however, title is far less important than function).

Within the next 120 days the City of Ramsey should create and fill three new
positions: SeCretary in the Community Development Department, Data Entry
Clerk to servel the Police Department and Finance Department, and a Utility/Park
Coordinator to maintain the utility system and oversee park maintenance.

By September 1988, or after negotiating an acceptable entry rate of pay for
Police OfficerI, the City of Ramsey should add a Police Officer and create the
position of InVestigator as described in the staffing report.

Immediate action should be taken to acquire adequate we_ ] processing equipment,
utility pick-Up, mower, aris sprayer.

Approving thes~ recommendations would not exceed the 1988 Personal Service
Budget. Further, staffing in accordance with the above suggested timetable
would result in personal service costs well below the 1988 budget.

The Personnel Committee's recommendations differ from the recommendations of
the City Administrator in the following ways:

The Personnel Committee would rather advertise for the position of Accountant
and hire two i~dividuals for that position. After six months if one of the
Accountants is capable of managing the Finance Department, a promotion would be
made to Finance Officer. If neither of the Accountants is capable of managing
the department, one would be released and the City would advertise for a
Finance Officer.

The Personnel Committee recommends that action be postponed on creating the
position of Utility/Park Coordinator until the structure of the Public Works
Department can be fully evaluated by the Personnel Committee.
