b. The access from Ramsey Blvd. will be located within the proposed <br /> 66 foot boundary for the future service road easement. <br /> <br />Further Discussion: Councilmember DeLuca noted that no detailed site plan <br />has been submitted. The Council amended the proposed conditional use <br />permit as follows: Item #1 should also indicate that the access from Hwy. <br />#10 will be from the westerly portion of the property. Item #2 should <br />limit the number of cars for sale at any one time to 50. Item #3 shall <br />require at least 7 off-street parking spaces. Item #4 shall require <br />blacktopping by June 30, 1988. Planning and Zoning Chairman Zimmerman was <br />present and noted that drainage has also not been addressed. Council added <br />Item #8 to the proposed conditional use permit to require that drainage for <br />the property will be as approved by the City Engineer. Discussion ensued <br />regarding the need for a more detailed site plan. Councilmember Cox stated <br />that if the site plan submitted is insufficient, the applicant should have <br />been notified prior to the case coming to City Council. <br /> <br />Motion failed. Voting Yes: Councilmember Cox. Voting No: Mayor Reimann, <br />Councilmembers Pearson and Sorteberg. Abstain: Councilmember DeLuca. <br /> <br />Ms. Norris summarized that City Council is requesting a scaled site plan <br />indicating landscaping, lighting, drainage, accesses, sales and parking <br />areas, septic system, and existing and proposed structures. <br /> <br />C~se #4: Request For Conditional Use Permit To Erect A Temporary <br /> Structure; Case Of Lord Of Life Lutheran Church; <br /> <br />Ms. Norris stated that Lord of Life is requesting to erect a temporary <br />structure with no bathroom facilities to be used for classroom activities <br />for a maximum of five years. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt Findings of Fact 0208 relating to the request by Lord of Life <br />Lutheran Church for a conditional use permit. (Refer to findings of fact <br />file for Findings of Fact 0208). <br /> <br />Further Discussion: Mr. Jack Ippel stated that the proposed structure will <br />be used until the proposed expansion to the church sanctuary is completed; <br />at that time the structure will be relocated and anchored for use as a <br />residential dwelling, <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />approve the request by Lord of Life Lutheran Church for a conditional use <br />permit to erect a temporary structure. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
