PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, June 28, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding consideration of vacation of the north portion of <br />Outlot B, Countryside Estates. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 $orteberg <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />Community Development Director Anne Norris <br />Merland Otto - Hakanson/Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:10 p.m. <br /> <br />Mr. Goodrich stated that Countryside Estates was platted in 1972. Numerous <br />lots were platted as park areas. At that time, the City was a township and <br />not scrutinizing as well as it could have; Outlot B was dedicated as park <br />but it was not reflected as that on the plat map. In order for anyone at <br />the City to be able to determine that Outlot was park, they would have had <br />to review the dedication sheet on the plat. The developer who platted <br />Countryside Estates subsequently sold Outlot B and it began to be treated <br />as if it were not a park. Anoka County was taxing the property and no one <br />was paying taxes on it. Ramsey was notified by Anoka County that Outlot B <br />was listed as tax forfeit property; the City paid the minimum amount of <br />taxes in order to retain the south half of the lot for drainage purposes <br />and the person who allegedly owned the property kept the north half. The <br />north half of Outlot B was then sold to one or two other individuals with <br />lawyers giving title opinions and the title company issuing title <br />insurance. Therefore, through a series of errors on the part of many, the <br />property began to be used as non-park property. In last 1987, or early <br />1988, the City issued a building permit for the north half of 0utlot B and <br />a home got constructed. That home was constructed because the title <br />company issued a title policy assuring the lot as private property. This <br />has resulted in a situation where there is a private, residential home <br />existing on park property. The City has been asked to consider vacating <br />it's interest in the property. There are several other properties in that <br />area that can be used for parks.
