same route, <br /> <br />Mr. Hartley replied that wherever the utilities are requested for, the City <br />has to take the proper route for that utility. Usually, water mains can be <br />routed along streets without regard to the elevation of land. It has been <br />made very clear to the engineers that the City will not be constructing <br />anything along the improvement that is going to be in any way construed as <br />a presumption that utilities are going to be extended. Ramsey Terrace and <br />Flintwood I do not want utilities and the City has tried to implement their <br />wishes concisely. <br /> <br />Scott Dickinson - 14160 Junkite - Inquired as to the extend 142nd will be <br />tore up and if it will include the easements. <br /> <br />Mr. Hartley replied that the sewer trunk being extended along 142nd has to <br />be at a specific depth, in the middle of the road. The entire road will be <br />disrupted and replaced. Mr. Hartley stated that he can't give assurances <br />but based on the topography of the land, he doesn't believe construction <br />will go much beyond the road boundary. <br /> <br />Scott Dickinson - Inquired as to who pays for tax increment revenue. <br /> <br />Mr. Hartley replied that tax increment is based on the principal that an <br />improvement would not otherwise take place if tax increment were not <br />offered. As cities, counties and school districts grow, they depend on <br />continued growth of property value. In order to encourage that kind of <br />development, the State adopted a law that says a city can pledge that the <br />tax dollars that would have otherwise gone to the school district, county, <br />Metro Council or the city, will be used to pay for the cost of the <br />improvements that encouraged the development to take place. <br /> <br />Scott Dickinson - Stated that Flintwood and Ramsey Terrace have to put up <br />with the road being tore up and the project will result in increased <br />property values in those areas. <br /> <br />Mr. Hartley replied that the utilities will not be available to properties <br />in Flintwood and Ramsey Terrace and the project will not increase property <br />values in those areas. <br /> <br />Scott Dickinson - Inquired as to how the project will be voted on. <br /> <br />Mr. Hartley replied that the City Council will take action on whether to <br />initiate the project. There is not a forum for property owners to take a <br />vote. <br /> <br />Mayor Reimann stated that the city has an ordinance to protect landowners <br />between areas requesting utilities; that ordinance says that areas not <br />requesting the services will not have to have them. <br /> <br />Bob Arhart - Inquired if he has any recourse if he loses trees to the <br />project; he is also concerned that the depth of the cut will drain his two <br />shallow wells. <br /> <br />City Council Public Hearing/July 12, 1988 <br /> <br />Page 3 of 4 <br /> <br /> <br />
