PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Thursday, July 14, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Atlas Incinerators, Inc.'s request for a conditional <br />use permit to construct and operate a contract burn facility. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1 $orteberg <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />Community Development Director Anne Norris <br />Merland Otto/Hakanson-Anderson Associates <br />Joe Grabowski/Wenck Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:45 p.m. and led in <br />the Pledge of Allegiance To Flag. <br /> <br />INTRODU~I~N/,pRESENTATION/COMMENTS; <br /> <br />Mayor Reimann introduced the members of the Ramsey City Council, City <br />Administrator David Hartley, Mr. Robert Labat (President of Atlas <br />Incinerators, Inc.), State Representative Ernie Larsen, County Commissioner <br />Natalie Haas Steffen. Mayor Reimann noted that representatives of <br />Minnesota Pollution Control Agency are also present. <br /> <br />Mr. Hartley - The purpose of the public hearing is to provide information <br />and receive questions relating to a request for a conditional use permit to <br />use land in Ramsey's industrial area for an incinerator type use. The <br />applicant is Atlas Incinerators, Inc. and they are proposing to construct <br />and operate, in addition to manufacturing, a research and development <br />incinerator that would be operational. Atlas intends to use that <br />incinerator for contract burning. Contract burning is not a permitted use <br />in Ramsey's industrial area and therefore the City is considering Atlas' <br />request for a conditional use permit to do so. The Planning and Zoning <br />Commission has met at least twice to hear comments in favor of and opposed <br />to Atlas' proposal. The Planning and Zoning Commission recommended that <br />City Council approve a conditional use permit for Atlas. Upon receiving <br />the recommendation of the Planning and Zoning Commission, City Council <br />asked to have their own public hearing, which is optional in this case, to <br />hear public comments regarding the conditional use permit application. <br />During this entire process, the City is recording all questions asked, <br />City Council Public Hearing/July 14, 1988 <br /> <br /> <br />
