City Staff feels that if a decision were delayed until the health risk assessment is complete, it would be to the benefit of~'~'he applicant and the residents to reopen the hearing reacord as the findings would probably change considerably. The health risk assessment would specifically address what if any risks there are to the residents in the community; without that information, it is difficult to make a final determination as to risk. Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca, for discussion, to deny Atlas Incinerator, Inc.'s request for a conditional use permit based on the findings of fact. Further Discussion: Councilmember Pearson inquired if a decision should be delayed until there is a full Council present. Councilmember DeLuca stated that he ha8 concerns with the request that would probably be answered in the health ~risk assessment; a lot of emotionalism has been introduced with this topic; he would like to base his decision on the findings of fact; he feels those findings are not adequate for him to make a decision; that does not imply favor or opposition to the incinerators, just that there should be more information. Mr. Goodrich noted that Council needs to come to a conclusion based on the adopted findings; the decision can be delayed but no additional findings can be brought forward from any additional information presented. Mayor Reimann called for a roll call vote: Councilmember Pearson - Yes Councilmember DeLuca - Yes Mayor Reimann - Yes Councilmember Sorteberg - Yes Councilmember Cox - Absent Motion carried. ADJOURNMENT Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to adjourn the special City Council meeting. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, DeLuca and Sorteberg. Voting No: None. Absent: Councilmember Cox.
