PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, August 15, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Improvement Project #88-19, 156th Avenue N.W. between <br />County Road No. 56 and High Point Addition and Hematite Sreet N.W. between <br />156th Avenue N.W. and Beaudry's Second A~dition. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Pearson <br />Councilmemberr A1 Sorteberg <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City A~ministrator David Hartley <br />City Engineer Peter Raatikka <br />Community Development Director Anne Norris <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:36 p.m. <br /> <br />PRESENTATION (See Attachment A) <br /> <br />Mr. Raatikka stated that in response to a petition, a feasibility study for <br />improvements to 156th Avenue N.W. between Cty. Rd. #56 and High Point <br />Addition and Hematite Street N.W. between 156th Avenue and Beaudry's Second <br />Addition was prepared. There are 23 properties proposed to benefit from <br />the project. The estimated total cost is $69,559; it is proposed to assess <br />the project among the 23 units for a unit cost of $3023.21; the estimated <br />annual cost per unit amortized over 10 years at 9% interest is $471.12. <br />The City Charter requires a 60 day waiting period following the public <br />hearing before ordering a project; that waiting period puts the project <br />beyond a reasonable 1988 construction date and if approved, the project <br />would be delayed until the spring of 1989. The assessment hearings would <br />be held in July and the first payments would be due in May of 1990 with the <br />real estate taxes. There is a drainage problem between lots 21 and 23; it <br />is intended to drain this area to an existing culvert and over to the <br />County ditch; Council can order correction of that drainage problem as a <br />separate project under the Rum River Storm Sewer Taxing District. <br /> <br />Mr. Hartley noted receipt of letters from Daryl and Rita White dated August <br />7; William and Viola Tripp dated August 12; Terry Hendriksen dated July 30 <br />and August 2 regarding the proposed project. <br /> <br />John Gobernatz - 15454 Hematite Street N.W. - Noted that not one property <br />owner on Hematite Street signed the petition for street improvements and <br />inquired as to how Hematite got included in the project. <br /> City Council Public Hearing/August 15, 1988 <br /> <br />Page 1 of 4 <br /> <br /> <br />
