CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, September <br />13, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding proposed enabling resolution to create an economic <br />development authority. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 $orteberg <br />Councilmember A1 Pearson <br />Councilmember Dave Bawden <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Acting Zoning Administrator Merland Otto <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:30 p.m. <br /> <br />PRESENTAT%ON <br /> <br />City Attorney Goodrich stated that the Northern Mayors' Association has <br />requested that a joint powers agreement be entered into in order to further <br />the economic development activities of that group. Mr. Goodrich explained <br />that in 1986, the State enacted special legislation allowing cities to <br />establish an economic development authority to preserve and create jobs and <br />promote the economic welfare of the city. An economic development <br />authority has broad powers and the legislation for it included combining <br />many of the previous authorities into this one chapter of the State <br />statute. Mr. Goodrich reviewed the powers and membership rules for an <br />economic development authority and this a public hearing is mandatory in <br />establishing an economic development authority. <br /> <br />Mr. Hartley noted that Mr. Jack Ippel, Chairman of the Economic Development <br />Company, has expressed his desire that the City Council not be established <br />as the Economic Development Authority controlling board but rather some <br />other organization like the Economic Development Company. <br /> <br />ADJOU,RN~T <br /> <br />Motion by Conncilmember DeLuca and seconded by Councilmember Bawden to <br />adjourn the public hearing. <br /> <br />City Council Public Hearing/September 13, 1988 <br /> <br /> Page 1 of 2 <br /> <br /> <br />
