time it is needed for improvements to County Road 56. <br /> <br />Mr. Robert Wojcik was present and expressed concern that if the frontage <br />road along the railroad tracks is never developed, that property he <br />dedicated as easement would be returned to him. Councilmember DeLuca <br />replied that if the frontage road is never developed, then the property <br />would be returned to the owner. Councilmember DeLuca also noted that a <br />decision to develop that frontage road may not be made for many years in <br />the future. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />amend Roger Hurd's conditional use permit for the used vehicle sales lot at <br />County Road 56 and Highway 10 as follows: <br /> <br />Delete item #8 to require the dedication of a 27 foot right-of-way <br />along Ramsey Blvd. <br /> <br />Add a new item #8 to indicate that the owner shall deed a 60 foot <br />easement along the Northern boundary of the property to the City for <br />future frontage street/utility purposes. <br /> <br />Item #1 (2) shall be amended to indicate that the access from County <br />Road 56 will be allowed to remain in it's current position. <br /> <br />Provisions shall be made for the property owner to also sign the <br />conditional use permit. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Case #!I: Recyclin_~ contract and ordinance for mandatory recyc%~D~. <br /> <br />Mr. Goodrich presented a revised contract with Waste Management of <br />Minnesota, Inc. for a pilot curbside recycling project. Mr. Goodrich <br />stated that the contract has been revised to include the subdivision of <br />Ramsey Terrace in addition to all of the Flintwood Hills additions and <br />River's Bend. Section 9 of the proposed contract has been revised to <br />indicated that the City shall be provided with adequate information to <br />assess and analyze the project. With respect to Section 4, Mr. Goodrich <br />asked for a Council determination on the term of the project. <br /> <br />Council consensus was that the project and contract will run for a period <br />commencing November 1, 1988 and expire on October 31, 1989. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Pearson to <br />enter into a contract with Waste Management of Minnesota, Inc. for a pilot <br />curbside recycling project. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden.
