Motion by Councilmember DeLuca and seconded by Councilmember Bawden to proceed <br />with the establishment of a moratorium on developments which use incinerators <br />for a period ~of six months. Meanwhile, City Staff will prepare draft <br />amendments to the City Code which will address air quality, on-site storage, <br />location of incinerators, data required to evaluate proposals for incinerators, <br />and enforcement of air quality standards. The City Council further agrees to <br />hold a special election following the 60 day moratorium if the sponsoring <br />committee is not satisfied with the proposed and adopted amendments to the City <br />Code. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilmembers DeLuca, Bawden, <br />Sorteberg, and Pearson. Voting no: None. <br /> <br />Mayor Reimann adjourned the meeting for a short break. <br /> <br />City Council reconvened. <br /> <br />#2: Review ~nvironmental Impact Statement Comments: <br /> <br />City Administrator Hartley read the preamble of the comments prepared by Staff <br />on the draft environmental impact statement for the proposed expansion of the <br />Anoka Sanitary Landfill. Following the reading of the preamble, Acting Zoning <br />Administrator Merland Otto reviewed the comments with the City Council and <br />Mr. Don Otter and Mr. Terry Miller, representatives from Waste Management of <br />Minnesota, Inc. <br /> <br />Motion by Conncilmember Bawden and seconded by Councilmember Pearson to adopt <br />Resolution #88-1~0 directing City of Ramsey comments to the Metropolitan <br />Council on the draft EIS for the proposed expansion of the Anoka Sanitary <br />Landfill. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilmembers Bawden, Pearson, <br />Sorteberg, and DeLuca. Voting no: None. <br /> <br />Case #~: Pur£~ame of ?$ck-up Truck for the Fire Department: <br /> <br />Motion by Conn¢ilmember Sorteberg and seconded by Councilmember Bawden to <br />accept the proposals from Tousley Ford of $14,862.80 and Minar Ford for <br />$I4,385.00 and award the bid to Minar Ford for the purchase of a pick-up truck <br />for the Fire Department. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilmembers Sorteberg, Bawden, <br />DeLuca, and Pearson. Voting no: None. <br /> <br />~: Adop~ 1989 Tax Levy: <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Bawden to adopt <br />Resolution #88-1q[ approving the assessed 1988, collectable 1989 current ad <br />valorum property tax levy. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilmembers Sorteberg, Bawden, <br />Pearson, and DeLuca. Voting no: None. <br /> <br />Mr. Terry Miller of Waste Management of Minnesota, Inc. offered an invitation <br />to City Councilmembers and City Administrator Hartley to attend a two day tour <br />of the Omega Hills Landfill and other Waste Management of Minnesota, Inc. <br />facilities to demonstrate possible uses of closed landfills. <br /> <br />Special City Council/October 4, 1988 <br /> Page 2 of ~ <br /> <br /> <br />
