trees decreases property values. <br /> <br />Mayor Reimann agreed that there is a real need for a diseased tree control <br />program in Ramsey but that it cannot be afforded in this year's budget <br />process; in the meantime, the City is doing all it can to educate the <br />public and address the diseased tree issue. <br /> <br />Mr. Wes Schweiger stated that the City's decision to not fund diseased tree <br />programs will affect people's decisions to move into Ramsey and this, in a <br />lomg run, will affect what money Ramsey will have available for any <br />programs. <br /> <br />Case #2: ~equest For Lot Split; Case of Mr. Gary Koznick; <br /> <br />Mr. Hartley stated that Mr. Gary Koznick recently constructed a home on <br />Juniper Ridge Drive and during construction, a well for that property was <br />accidentally placed on the property of Mro Koznick's neighbor. To correct <br />the problem, the property owners are mutually requesting that the City <br />Council authorize a lot split whereby the lot line will be rotated to <br />include the well on Mr. Koznick's property. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />authorize the recording of a lot split for Lots 6 and 7, Block 1, Reilley <br />Estates. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Case #3: ~eauest For .Site Plan Review; Case Of Holiday Statio.~stores. <br /> <br />Mr. Otto stated that Holiday Stationstores, Inc. is requesting site plan <br />review of their proposed facility at the intersection of Hwy. #10 and Cry. <br />Rd. #56. <br /> <br />Council expressed concern with traffic and drainage problems in that <br />specific area. <br /> <br />Mr. David Hoeschen of Holiday Stationstores was present and stated that the <br />plans include a right turn-in only to the facility from Hwy. #i0. <br /> <br />Mr. Raatikka stated that in Mn/DOT's opinion, Ramsey should continue <br />pursuing a service road parallel to the railroad tracks. <br /> <br />Mr. Hartley stated that he inspected the property and this particular site <br />was not one of those areas that experienced drainage problems in recent <br />years. <br /> <br />Mr. Hoeschen stated that Holiday Stationstores, Inc. is not prepared to <br />donate an easement for the future service road along the railroad tracks. <br />Mr. Hoeschen explained that Holiday is opposed to donating land, which they <br />City Council / October 11, 1988 <br /> <br />Page 5 of 13 <br /> <br /> <br />
