The participation rate is less than 3% of the 2000
census. The question becomes "Does support of this program make the best use-of
limited tax dollars?" Staffreview of council minutes indicated that some cot~ncil'"
members had the same opinion. The limited participation rate would favor the argument
of discontinuing this program. On the other hand, this recreational benefit is not
currently available in the city park system so maintaining this program until a swimming
pool is available in town makes good sense. The Ramsey Town Center Development will
be bringing more new residents to the city and we should continue to maximize the ~
variety and quantity of recreational opportunities and this program helps this effort. "The
savings realized by the residents that have participated in the program exceeds the cost to
the city.

Staff recommends that the program be continued and that the program be better promoted
through the Ramsey Resident and City Website and other publications.

Commission Action:

Motion to approve/deny the continued participation in the Anoka Aquatics Program. The
Commission decision should be forwarded to the City Council for review at the February
24, 2004 meeting.

Reviewed by:
Assistant Public Works Director/Principal City Engineer
Finance Officer

P&R: 02/19/04

56
