CASE # 1 <br /> <br /> CONTINUE TOWN CENTER RECREATION ASSESSMENT <br />By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer <br /> <br />Background: <br /> <br />The purpose of this case is to continue discussion in regards to the Town Center Parks. Staff will <br />update you on the most recent information that was disseminated to us and give you the current <br />facts that are :available. As of Friday at 1:00 p.m., we have yet to receive the cost participation <br />proposal ("proposal") that identifies the costs that the Ramsey Town Center (RTC) LLC is <br />willing to commit. We will meet with them next week and decide whether we can getj the <br />information that we expect on Tuesday - Thursday to you in a reasonable time frame but do <br />apologize that it is not included in this packet as we expected it would. ~' ~; ' ,~ <br /> <br />On September 25, 2003 the Ramsey citY Council decided to approve the final plat of the <br />Ramsey Town Center and grant the RTC a 90 day window to complete the desig-n and proposal <br />of the Parks within the Town Center. On December 19, 2003, the City Council also decided to <br />extend this 90 day period until March 25, 2003 to further design the two parks within, t..he retail <br />core of the development. "!.:: <br /> <br />To accomplish the decision to allow or deny the request for exemption of park and Trail fees is <br />solely dependant on the cost participation proposal and since Staff has still not received the <br />proposal nor has the Commission seen it so we may have to schedule a special meeting in early <br />March to mal~e a formal recommendation to the City Council. I have included a topic under Staff <br />input to discuss the date for that meeting. <br /> <br />ObservationS: <br /> <br />Included as attachments to this case are the following: <br /> <br />· Master Plan with Conceptual Plans for Each Park <br />· Summary'of Preliminary Ramsey Town Center Parks Costs <br />· Preliminary Cost Estimates for Each Park <br />· Summary of exercise in determining credit <br /> <br />As the Commission will recall, for purposes of City Council Preliminary Plat approval, the <br />Commission irecommended that Park Dedication and Trail Fees be satisfied by cash until an <br />agreement was promulgated that offered credit for land or improvements. <br /> <br />The costs for :the improvements that have been shown on the conceptual plans for the RTC Parks <br />totals $13,211,000. <br /> <br />The options that are currently still available are to: <br /> <br />1) accept the improvements in lieu of collecting Park and Trail fees for the entire subdivision; <br /> <br /> <br />
