PW CASE <br /> <br />CONSIDER ASSESSMENT POLICY REGARDING TOWNHOMES <br /> By Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />At the Jarluary 17th Public Works Committee meeting a copy of the proposed 2004 Stre,.et <br />Maintenar~ce Pro,am was presented. This year's program calls for an overlay project <br />within the Rum River Estates subdivision, [P 04-14. This project was noted to be <br />somewha~ unique in that the benefited properties included a mix of uses which in..cluded <br />single family residences, town_homes and the golf course and raised a question aZ' t.q?the <br />proper method for assessing the townhomes. Staff was directed to survey other <br />communities, report on the methods they employed in similar situations, and make a <br />recommendation for modifying the City's current assessment policy. <br /> <br />Scope of the Issue: .. ;~i- <br /> <br />A review was conducted of all the townhome developments within the City. Below is a <br />listing of all such developments along with an identification of how a street project might <br />be assessed: <br /> <br />· Sunfish Ponds- P <br />· BirchHill Lodges - Unit <br />· ACCAP Townhomes (SunwoodTownhomes)- MSA <br />· Orchard Hill Townhomes - P <br />· Alpine Meadows - Unit <br />· Rum River Townhomes -P <br />· RiYenwick 3rd - Unit & MSA <br />· The Ponds-P <br />· Alpine Acres - Unit <br />· Evergreen Point Townhomes - Unit <br />· Senior Apt Dysprosium - MSA <br /> <br />Of the eleven developments listed above, the majority of them lend themselves to <br />assessment under the current policy where the total assessable project cost is divided <br />equally bY the' benefiting units. This is because all of the public streets in the subdivision <br />exclusively serve the townhouse units. These subdivisions are identified by the word <br />"Unit". Three developments, ACCAP, Senior Ap~ on Dysprosium Street, and Rivenwick <br />3''d, have frontage on MSA streets and could be assessed by our current policy which <br />assesses such unit the "average" cost of that type of improvement for that year. The <br />remaining four townhome subdivisions, including Rum River Town,homes associated <br />with I P 04-14, are labeled "P" for being problematic.
