Table 3: Growth Accommodation in Developing Communities <br />Policy 1: Work with commnnities to accommodate growth in a flexible, connected and efficient manner. <br />Council Role <br /> Plan, coordinate and invest in regional infrastructure (roads, transit, wastewater treatment, airports, and parks <br /> and open space) and resources to support staged development, and centers with convenient access to <br /> transportation and transit corridors. <br /> Commit to provide regional system infrastructure to support local development consistent with approved local <br /> comprehensive plans. <br />· Reduce infiltration and inflow into the regional wastewater treatment system, <br />· Promote development practices and patterns that protect natural resource areas and the integrity of the region's <br /> water supply. <br />· Work with communities to identify and protect an adequate supply of land within the region to accommodate <br /> urban development that will occur after 2030. <br /> Provide technical assistance to developing communities to establish and implement strategies to prote? lands <br /> for future urban development. <br /> <br />Commtmity Role <br /> Plan and stage development that accommodates the forecasts for local growth through 2030 at appropriate <br /> densities (3-5 units plus per acre overall in developing communities for areas outside the current staged <br /> development as shown in local plans and target higher density in locations with convenient access to <br /> transportation corridors and with adequate sewer capacity). <br />· Stage local infrastructure and development plans to accommodate 20 years worth of forecasted gr%w~h. <br />· Select and implement local controls and tools for timing and staging of development throughout the' ' <br /> community. <br /> Reduce infiltration and inflow into the local and regional wastewater treatment system. <br /> Adopt ordinances to accommodate growth and use land and infrastructure efficiently (examples: innovative <br /> zoning techniques fbr mixed use development, transit oriented development, overlay districts, planned unit <br /> development provisions, adequate public facilities ordinances, commtmity impact statements and traditional <br /> neighborhood development overlay zones.) <br /> Plan for the conversion or reuse of declining or underutilized lands in order to accommodate growth forecasts, <br /> ensure efficient utilization of infrastructure investments and meet community needs.- <br /> Plan for the entire community and consider the need for additional serviceable land for growth beyond 2030. <br /> Identify areas reserved for future urban development and develop strategies to minimize development in those <br /> areas that could preclude future urban development. <br /> Plan land nsc patterns that will facilitate groundwater recharge to protect the region's water supply. <br /> Plan for necessary infrastructure improvements including, as appropriate, executing orderly annexation <br /> agreements. <br /> <br />Policy 2: Plan and invest in multi-modal transportation choices based on tile full range of costs and benefits, <br />to slow tile growth of congestion and serve the region's economic needs. <br />Council Role <br />· Plan for regional highway and transit systems, pedestrian and bicycle investments to improve connections <br /> between workplaces, residences, retail, services and entertainment activities and to accommodate growth. <br />· Work with the Transportation Advisory Board to ensure the efforts of cities and counties that coordinate their <br /> development and transportatio.n, planning are recognized in the competition for federal transportation funds. <br /> <br />23 <br /> <br /> <br />
