Rural Area: Diversified Rural Communities <br /> <br /> The Diversified Rural Communities host the widest variety of farm and non-farm land <br />uses in patterns that include a mix of a limited amount of large-lot residential and <br />clustered housing with agriculture and other uses, includiag facilities and services <br />requiring a rural location. Regional infrastructure investments in the Diversified Rural <br />Communities will consist of expenditures for parks, open spaces m~d green corridor <br />connections--including acquisition and development of regional parkland to serve the <br />residents of the region. Investments in wastewater treatment and transportation <br />infrastructure will be consistent with the Council's intent to limit the amount of <br />development occurring in the Diversified Rural Communities and serve broader regional <br />needs. Growth in Diversified Rural Communities should be consistent with regional <br />forecasts. Stillwater Township, West Lakeland Township <br /> <br /> Table 6: Comprehensive Planning Strategies for Diversified Rural Areas <br />Policy 1: Work with communities to accommodate ~rowth iu a flexible, connected and efficient manner. <br /> <br />Council Role <br /> Work with communities to plan development patterns that will: protect natural resources; preserve areas where <br /> post-2030 growth can be provided with cost-effective and efficient urban infrastructure; and accommodate <br /> forecasted growth through 2030 without requiririg the provision of regional urban services. <br /> Within available resources, provide technical assistance about alternative wastewater treatment systems and <br /> share specific information, as it becomes available, about the performance of such systems in the region. <br /> Support the MPCA's regulatory approach to community treatment systems, which requires permits for systems <br /> that generate at least 10,000 gallons per day of wastewater (about 35 homes) on a case-by-case basis. <br />· Advocate that the local government should be the permit holder for alternative wastewater treatment systems to <br /> ensure accountability for the proper functioning and maintenance of the systems. <br />· Promote development practices and patterns that protect the integrity of the region's water supply <br /> <br />27 <br /> <br /> <br />
