CITY COUNCIL WORK SESSION <br />Topic :, Report: 2030 Regional Framework: <br />DevelOping Community <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />City staff presented a Council case for consideration which requested comments to the <br />Metropolitan Council while they consider the 2030 Regional Development Framework <br />(case attached). <br /> <br />This issue was before the City Council at its meeting of November 25, 2003. The City <br />Council authorized staff to prepare a comment letter to the Metropolitan Council on the <br />2030 Blueprint, which was at that time under consideration. During a recent Council <br />work session, the Council had requested that the Council have another opportunity to <br />discuss the concept of "developing area" following the strategic planning session held <br />recently. Council will recall that the topic of growth beyond the well and septic system <br />areas of the City was discussed at length during this strategic planning session. One of <br />the high priority goals discussed on Tuesday of the session stated "Adopt and begin <br />implementation of a plan for growth outside of the 2020 MUSA and correspondingly <br />amend City-Wide Comprehensive Plan". <br /> <br />The section in the 2030 Regional Development Framework that deals with this topic is <br />Chapter 3 "Strategies for Geographic Planning Areas". Attached to this Topic Report is <br />Chapter 3 of the 2030 Regional Development Framework document for Council review. <br /> <br />The item has been placed on the work session as a topic for further discussion by the City <br />Council. <br /> <br />Action Statement: <br /> <br />Based on the Council discussion. <br /> <br />Attachments <br /> <br />CCWS: 02/17/04 <br /> <br /> <br />
