Peter Bell, Chairman <br />Metropolitan Council <br />230 E.:Sth St. <br />St. Padl, NfN 55101 <br /> <br />Dear Chairman Bell: <br /> <br />The City of Ramsey has reviewed the Drafft 2030 Regional Development Framework and <br />has thelfo[lowing comments: <br /> <br /> · -The City requests that we be classified as a "Developing Area" and not hage'any <br /> portion within the "Rural Residential" area. This request is based on City Council <br /> direction as it relates to growth and current studies being conducted to bring forth <br /> sewer and water utilities to current "rural" areas. The City is currently conducting <br /> an update to its Comprehensive Sanitary Sewer and Water plan in anticipation of <br /> future ~owth within the City,' and the region.' Staff has noted that the Framework <br /> states, both in the text and in the graphics, that Ramsey is proposed to be in both <br /> the Developing 'Area and Rural R. esidentia[ ,~'ea. The City respectfully asks that <br /> the Metropolitan Council designate all of Ramsey as a "Developing 'Area". <br /> <br />:The City of Ramsey applauds the discussion within the Framework that 'the <br />Metropolitan Council will support flexible staging of growth and recognize that <br />ail growth does not occur in co~atiguous patterns. We also support the <br />Metropolitan Council's statements regarding studying the entire community for <br />long-term staging of urban servicea. We are also encouraged by the statement <br />describing an expedited review process for altering urban services staging plans. <br /> <br />iThe City also welcomes the comments regarding needed upgades to the road <br />transportation network. The City of Ramsey has been worMng diligently in <br />advocating for the upgrade to the U.S. Highway l0 corridor that travels through <br />Ramsey. The City has been involved in the Highway l0 Interregional Corridor <br />Study and a Highway 10 coalidbn to push for funding of converting the highway <br />into a limited access freeway. The corridor is currend.¥ failing ~.nd will only <br />worsen over the next 30 years as the Northwest Metro grows as projected. The <br />City of Ramsey wholeheane~dly supports efforts by the Metropo/kan Council to <br />identify and promote needed road improvements in the Northwest Metro, <br />especially ~he Hwy. 10 corridor. <br /> <br /> <br />
