Absent: None. <br /> <br />PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case #1: Request for a Variance to Plat Property that does not meet Minimum <br /> Requirements for Frontage on a Public Road; Case of Wayne and Marian <br /> Meloche <br /> <br />Presentation <br />Associate Planner Geisler advised that the City has received an application for a variance to <br />Section 9.50.30 of the Ramsey City Code. This section states that all developable lots shall have <br />at least the minimum required frontage on a publicly dedicated street. She stated the applicants <br />are proposing tO plat a lot without frontage on a public street on the property generally located at <br />17400 Erkium. Street NW. She further advised the subject property is located in the R-1 <br />Residential DiStrict, which requires a lot width of 200 feet on a public road. The existing home <br />on the Subject property is served by a private ehsement across the property to the north, Which is <br />owned by another party. No public road serves the Subject Property. She stated a previous <br />owner received[a variance in 1983 to build one home on the Subject Property with the stipulation <br />that no additional lots be created without fully meeting the subdivision standards outlined in City <br />Code. The home was eventually built in 1989. <br /> <br />Associate Planner Geisler advised that in 1988, the City Council denied a request by the then <br />current owner to subdivide the property by metes and bounds into. three lots. The denial was <br />based on the l~k of lot frontage on a public road. In 1999, the City Council received another <br />application to subdivide the property. In this case, the applicant sought to create two lots; one for <br />the existing homestead and one unbuildable outlot, to be subdivided and developed at a future <br />date when subdivision standards could be met. The City Council again denied the request to <br />subdivide, based on the lack of public road frontage. She indicated the applicants are requesting <br />the variance toli allow for one additional lot, to be sold to their daughter and son-in-law. She <br />stated the reminder of the property would be platted as an outlot. Because this application is <br />substantially sitBilar to previous requests, and the applicants are not proposing to provide access <br />to the property via a public road, staff is recommending denial of the request. She noted there is <br />a letter from Fife Chief Dean Kaplen addressing road access. <br /> <br />Public Hearing <br />Wayne Meloche indicated he currently lives in Champlin, and is scheduled to close on this <br />property in No3ember. He indicated he hopes the Planning Commissioners read his letter of <br />intent. He stated what they wish to do is utilize the existing easement which has supplied the <br />existing home by utilizing the same access currently on the 27 acre parcel for a home for his <br />daughter. He Stated this is a beautiful site, and he has been looking for somewhere that he and <br />his wife could ,'.live as neighbors to his daughter and son-in-law again, as they used to do in <br />Osseo. He advised the site is totally wooded, and they would intend to keep it that way.
